Every working citizen in our country is familiar with the concept of “recuperation payments” (Dmei Havraa).
The government’s efforts to ensure military budget funding have brought this term into everyday conversation.
Authorities decided that all working citizens would contribute to a special state fund for reservists — without taking any action themselves: the amounts would simply be deducted from their annual recuperation payments.
Private sector employees will have 418₪ deducted, and public sector employees — 471₪, which corresponds to the value of one day of Dmei Havraa.
At the Law Office of Yaakov Shnitman, our attorneys and notaries often encounter citizens who have little or no understanding of their rightful entitlements.
Therefore, in short — what are Dmei Havraa?
Originally, employers provided employees with a government-regulated sum intended for rest and health recovery, requiring receipts and documentation.
Over time, the system was simplified: now the money is transferred directly to the employee, to use as they see fit.
Typically, Dmei Havraa is paid to employees who have completed at least one year with the same employer.
There are exceptions — especially in the public sector under collective agreements — and some professions receive Dmei Havraa from the first day of employment.
These payments are considered taxable income but are generally excluded from severance and pension calculations (with some exceptions).
The number of days entitled varies according to seniority, from a minimum of 5 to a maximum of 10 days.
If you wish to ensure that your Dmei Havraa payments are calculated correctly, especially if you work part-time, it is advisable to seek professional advice rather than relying solely on general information.
In conclusion: in 2025, employees receiving Dmei Havraa will forfeit an amount equivalent to one day’s payment.
Employees working part-time should ensure they are not unfairly charged as full-time workers.
Employee contributions are only one of several measures to fund the ongoing conflict. Government ministries’ budgets will also be reduced, and taxes on tobacco and electric vehicle travel will increase. VAT is expected to rise as well.
